Returns the owner identifier for a single laundromat.

`cfg_id`	number	✅	`-`	The index in the `Config.Laundromats` table

Returns

Type	Description
string \| nil	The owner’s identifier, or `nil` if the laundromat is unowned or `cfg_id` is unknown.
